Singaballers — a website plus iOS and Android apps, handed over in person.

Looking for an app developer Singapore founders and SME owners can actually rely on to ship? I'm Joshua Lim, and I lead a small, hand-picked team of AI-trained developers that builds iOS, Android and cross-platform (Flutter) mobile apps for Singapore founders, SMEs and product teams — from S$400/month per developer. You talk to me directly, not a sales layer or an account manager, and I hand the finished app over to you in person. Since 2019 I've delivered 60+ projects, including the Singaballers basketball community app on iOS and Android and the Fork & Friends Flutter app — and on every one of them, you own 100% of the code and the app store listings.

Most Singapore SMEs are stuck between two bad quotes: a local agency at S$30,000–150,000 with a three-to-six-month wait, or a marketplace freelancer who disappears at 80% done. I'm the middle path — agency-grade delivery at freelancer-friendly pricing, with one accountable person (me) steering every project from the first WhatsApp message to App Store approval. No offshore call centre, no rotating cast of strangers, no surprise change-request invoices.

iOS, Android and cross-platform apps I build

App types I ship

Whatever the category, I've usually built something close to it. The common ones:

Industries I build for

I've shipped apps and software across a wide range of Singapore sectors, so I usually understand your workflow before you finish explaining it:

iOS, Android or Flutter — which should you build?

Short version: if budget is tight and you want to reach both iPhone and Android users, build once in Flutter — one codebase, both stores, the fastest route to launch. Go fully native (Swift for iOS, Kotlin for Android) when you need heavy device features, top-tier performance or a very platform-specific feel. Many Singapore startups launch cross-platform to validate the idea, then invest in native only where it clearly earns its keep. In our first chat I'll give you an honest recommendation for your specific case — not whatever happens to be most expensive to build.

My app development process, from idea to App Store

  1. Scope, free — you tell me the app you want; I turn it into a milestone plan with a fixed monthly cost and a realistic timeline before you commit a cent.
  2. Design & prototype — screens and user flows you can react to before we write production code.
  3. Build in weekly sprints — you see a working app grow every week and steer it, instead of waiting months for one big reveal.
  4. Test on real devices — TestFlight for iOS and internal testing on Android, so you and your users try it on actual phones.
  5. Submit to the stores — I prepare the listing and handle App Store and Google Play submission, including any review feedback.
  6. Handover in person — code, credentials, documentation and the store accounts, all yours. Then I stay on for fixes and features as long as you want me.

Most apps go live in weeks, not quarters — and if you're in a genuine rush I can start a developer in 3–5 days. If you'd rather embed developers inside your own team than outsource the whole build, that's staff augmentation, and it works the same way.

What you actually receive at handover

Handover isn't a zip file dumped on you followed by a goodbye. In person, I walk you through everything you need to own and run the app independently:

Whether you keep me on or take it in-house, the app is genuinely yours to move. If IP ownership is the thing you're worried about, that's the right instinct — it's one of the most common ways app owners get burned.

App developer Singapore pricing: what it really costs

Local app agencies quote S$30,000–150,000+ for a first version and bill change requests on top. My model is different: you pay from S$400/month per developer (Starter Squad, 1–2 devs) or S$550/month per developer on the Product Team plan (3–5 devs), in Singapore dollars, as one flat monthly invoice. A focused first version with one developer often lands in the low four figures total rather than five — see the pricing section and what an MVP really costs in Singapore for worked examples.

Why I can charge less than a Singapore app agency

Why can I charge less? My developers are based in Indonesia (GMT+7, just one hour behind Singapore), so the cost base is lower — and there's no CPF and no foreign-worker levy, which typically saves 17–37% versus a comparable local hire (a mid-level Singapore developer runs roughly S$6,000–12,000/month fully loaded). Same careful vetting, same accountability, far leaner overhead. I also run AI-accelerated workflows — modern tooling that lets a small team ship faster — instead of paying for layers of project managers and account handlers. There's a fuller breakdown in the real cost of hiring a developer in Singapore.

Honest case study — Singaballers and Fork & Friends

I'd rather show you real handovers than invented numbers, so here are two mobile builds exactly as they happened.

Singaballers is a basketball community in Singapore. I built their website plus native iOS and Android apps — the community-app pattern of profiles, content and events — and delivered and handed it over in person. It's a clean example of the full community stack: a public site to attract members and a mobile app to keep them engaged.

Fork & Friends is a Flutter mobile app I delivered — a single cross-platform codebase running on both iOS and Android from one build. It's the route I recommend to most SMEs who want to reach everyone without paying to build the same app twice.

I'm keeping these deliberately factual: what was built, and that it shipped and was handed over in person. I don't publish invented metrics, revenue figures or ROI percentages for any client — if you want references, I'll arrange them directly. You can also see more named projects, from Vroom Garage's support chatbot to the WOYKE jewellery configurator, on my custom software development page.

Getting your app approved on the App Store and Google Play

Store submission is where a lot of first-time app owners get stuck. I handle it end to end: setting up (or working within) your Apple Developer and Google Play accounts, preparing the listing, screenshots and privacy details, and dealing with Apple's and Google's review feedback until you're approved and live. Because you own the developer accounts, your app and its listings stay yours — never locked inside an agency's account. And if you want AI features inside the app, like an in-app assistant or smart search, I can build those too (see agentic AI development).

The tech stack behind your app

You don't need to know any of this to work with me, but if you or your CTO care, here's what's under the hood. On the app itself I use Swift/SwiftUI for native iOS, Kotlin/Jetpack Compose for native Android, and Flutter or React Native when cross-platform makes more sense. Behind it sits a backend in Node.js, Python, Laravel or Go, with a PostgreSQL or MySQL database hosted on AWS or Google Cloud. Payments run through Stripe, or PayNow and local gateways for Singapore audiences; push notifications through Firebase. Where it genuinely helps — smart search, an in-app assistant, document handling — I add AI tooling such as LLM APIs and retrieval-augmented generation, rather than bolting on AI for the sake of a buzzword. Everything is chosen to be mainstream and well-documented, so any competent developer can maintain it after handover.

Can you use EDG or PSG grants for an app?

Honest answer, because this one trips people up. PSG (Productivity Solutions Grant) funds pre-approved, packaged solutions from an approved vendor list — it does not cover bespoke app development or hiring developers, so I won't pretend a custom app is "PSG-eligible". EDG (Enterprise Development Grant) is different: a qualifying custom-software project may be supportable under EDG, typically up to around 50% of qualifying costs, subject to eligibility. I'll help you scope the project so it's straightforward to assess — but this isn't grant or legal advice, so confirm current eligibility with Enterprise Singapore. For the fuller picture, read my guide to EDG and PSG grants for software development in Singapore.

Is a dedicated app developer right for you?

This model fits best if you're a founder validating an idea, an SME digitising a manual operation, or a product team that needs an extra pair of hands without the cost and delay of a permanent hire. If you'd rather build a longer-term bench, you can hire dedicated developers the same way — same vetting, same S$400/S$550 pricing, no CPF and no lock-in. Either way, you deal with one person who's personally on the hook for the result. Tell me the app you have in mind and I'll come back with an honest scope and a fixed monthly price — free, and with no obligation.

Frequently asked questions

How much does it cost to build an app in Singapore?

With me, from S$400/month per developer (Starter Squad, 1–2 devs) or S$550/month per developer on the Product Team plan — one flat monthly invoice in Singapore dollars. A focused first version with a single developer often totals in the low four figures rather than the S$30,000–150,000+ a local agency would quote. I scope your app into milestones with a fixed monthly cost, free, before you commit.

Should I build for iOS, Android, or both first?

If you want to reach both iPhone and Android users on a tight budget, build once in Flutter — one codebase ships to both stores, which is the fastest and cheapest route to launch. Go fully native (Swift for iOS, Kotlin for Android) when you need heavy device features or top-tier performance. I'll recommend the honest option for your case, not the most expensive one.

How long does it take to build and launch an app?

Most apps go live in weeks rather than quarters, depending on scope. I start a developer on your project within two weeks of our first chat — 3–5 days if it's genuinely urgent — and you see a working app grow in weekly sprints, so there's no waiting months for a single reveal.

Do you submit the app to the App Store and Google Play for me?

Yes. I handle submission end to end — setting up or working within your Apple Developer and Google Play accounts, preparing the listing, screenshots and privacy declarations, and dealing with Apple's and Google's review feedback until you're approved and live. Because you own the developer accounts, the app and its listings stay yours.

Why are you cheaper than a Singapore app agency?

My developers are based in Indonesia (GMT+7, one hour behind Singapore), so the cost base is lower, and there's no CPF and no foreign-worker levy — typically 17–37% cheaper than a comparable local hire. I run a lean, founder-led team with AI-accelerated workflows instead of layers of account managers. Same careful vetting and accountability, far less overhead. Pricing is always in SGD, never USD.

Can I use EDG or PSG grants for app development?

PSG funds pre-approved packaged solutions, not bespoke development or staffing, so a custom app isn't 'PSG-eligible' — I won't claim otherwise. EDG can be different: a qualifying custom-software project may be supportable, typically up to around 50% of qualifying costs, subject to eligibility, and I'll help you scope it to be easy to assess. This isn't grant or legal advice — confirm current eligibility with Enterprise Singapore.

What happens after handover — do you maintain the app?

Your choice. Most clients keep a developer on after launch for bug fixes, OS updates and new features; others hand over to their own team. Either path works because you receive the full code, credentials, documentation and store accounts at handover, structured so anyone can pick it up. I hand over in person, then stay on for as long as you want me.

Do you sign an NDA, and is my data handled under PDPA?

Yes on both. Every engagement includes a signed NDA, and any data you share is handled in line with Singapore's PDPA. Confidentiality and data protection are standard, not an add-on.

Who owns the app and the source code?

You do — 100%. Every project includes an NDA and full IP assignment, so the code, designs, documentation and app store listings are your property from day one. Nothing stays locked inside my accounts.

Can you take over or fix an existing app?

Yes. Taking over a half-built or buggy app, fixing crashes, updating it for the latest iOS/Android versions, or getting a stalled submission approved are common projects. I'll audit what you have and scope the work before you commit.

What tech stack do you build mobile apps with?

Native iOS with Swift/SwiftUI, native Android with Kotlin/Jetpack Compose, and cross-platform with Flutter or React Native. On the backend I use Node.js, Python, Laravel or Go with PostgreSQL/MySQL on AWS or GCP, plus AI tooling (LLM APIs, RAG, agentic frameworks) where it genuinely helps.

Where is your team based and what are the working hours?

I'm in Singapore and lead the projects personally; my vetted developers are based in Indonesia at GMT+7 — just one hour behind Singapore, so we're online together for effectively the whole working day. You always deal with me directly on WhatsApp.
